Dong Wei v Shell Trading (Pte) Ltd and anor [2022] SGHC(A) 8 concerned an appeal from the decision of the Singapore High Court in a case relating to the termination of an employee’s employment without cause and with pay in lieu of notice, following two investigations into allegations of conflicts of interest.
Providers of managed security operations centre monitoring services and penetration testing services, collectively referred to as licensable cybersecurity services (LCS), should note that Part 5 of (and the Second Schedule to) the Cybersecurity Act 2018 will enter into force on 11 April 2022, implemented by the Cybersecurity (Cybersecurity Service Providers) Regulations 2022. The Singapore government has released White Paper On Singapore Women’s Development on 28 March 2021, the first whole-of-society review of women’s development. Acting on data collected and analysis of feedback on areas where women still face barriers and challenges, the White Paper sets out 25 collective action plans in five main areas to advance women’s development. Employers should note that the first of these areas concerns providing equal opportunities in the workplace, and will involve: strengthening laws to address unfair and discriminatory employment practices, and developing advisories and guidelines to encourage adoption of flexible work arrangements.
The Infocomm Media Development Authority and the Economic Development Board will pilot a Call for Application to construct three new data centres, after lifting a moratorium on new data centre projects in place since 2019. In line with Singapore’s climate change commitments, permits will only be granted for proposed data centres that meet a stringent set of energy efficiency criteria.

The new initiatives will enhance the cyber resilience of Critical Information Infrastructure (CII) sectors and better secure Singapore’s cyberspace. Of particular note, the Cyber Security Agency of Singapore (CSA) will update and expand the Cybersecurity Act to also cover virtual assets (such as cloud-hosted systems), foundational digital infrastructure and key digital services.
Following the Government’s announcement on the increase in the Goods and Services Tax (GST) rate starting 1 January 2023, the Committee Against Profiteering (CAP) has been reconvened. The Singapore Computer Emergency Response Team (SingCERT), set up by the Cyber Security Agency of Singapore to facilitate the detection, resolution and prevention of cybersecurity-related incidents on the internet, has issued a list of measures that organisations should adopt to ensure proper cyber hygiene controls are in place and operating correctly. SingCERT’s advisory is issued on the basis of warnings of increased cyber threats globally arising from the recent cyberattacks on Ukraine and the developments in the invasion of Ukraine by Russia.
Singapore authorities have introduced measures to combat SMS-phishing scams. These measures include the anti-SMS spoofing registry.
