The Ministry of Industry and Trade has recently published the draft law on Protection of Consumers’ Rights. The Draft Law includes a number of proposed changes to the existing product liability and consumer protection framework. If adopted, the Draft Law may have major impacts on the business of companies whose products are produced or sold in Vietnam complying with new requirements under the Draft Law. The MOIT is gathering public comments on the Draft Law until 10 March 2022.

On 20 September 2021, the Ministry of Public Security released the Draft Decree on Cybersecurity Administrative Sanctions. The MPS is collecting public opinions on this Draft Decree until 18 November 2021. Following the National Assembly’s adoption of the Law on Tax Administration, the Vietnam Ministry of Finance just issued Circular No. 80/2021/TT-BTC to provide implementing guidelines on the Law on Tax Administration and Government Decree No. 126/2020/ND-CP. One of the important provisions under Circular 80 is tax administration with respect to e-commerce business, digital-based business and other services of overseas suppliers without having a permanent establishment in Vietnam.
